I have included the original IT Problem Statement. In addition, my version of the problem statement. What I need is the Proposal Template completed…executive summary, Part 1, Part 2, Part 3, and Part 4. – sent a blank of the proposal and sent the proposal of what i have done so far.
The problem statement has to deal with 3 different electronic health record system and getting to Stage 1 meaningful use in 12 months.

The Problem Statement The American Recovery and Reinvestment Act authorized the Centers for Medicare and Medicaid Services (CMS) to provide incentives for physician and hospital providers to provide “meaningful use” of an electronic health record (EHR). These incentive payments started in 2011. In 2015, providers are expected to have adopted EHRs and meet “meaningful use” or face financial penalties under Medicare. You are CIO at a hospital center that is made up of three different locations, each with a different EHR, with one being paper-based and one that is not a certified version. You are responsible for thousands of users, two data centers, hundreds of servers, multiple clinical and administrative systems, and thousands of devices, including laptops, desktops, tablets, and mobile devices. As CIO, you are to maintain the existing environment but also reach Stage I of meaningful use in 12 months. You will develop a project plan and strategy to meet this goal. As part of the project, you will be part of a team of up to four people who will serve as the board to which you will present stages of your plan throughout the course.
